Many road sessions of the central city of Da Dang, including the National Road 1A, have been submerged by floodwaters by 0.3-1 meter, causing serious traffic congestions. Downpours in the central province of Quang Ngai have raised the water level of Tra Khuc, Ve, and Tra Bong rivers over the alarming level No.2, and caused serious landslides blocking many road sessions nearby and threatening the lives of many families there. Upstream dams in the central Thua Thien – Hue Province are overflowed, causing the water levels in the Huong and Bo rivers to exceed alarming level No.3 and flooding many road sessions in Hue City by 0.4-0.7 meter. About 2,300 families in Huong Phong Commune have been isolated by rising floodwater which has risen about 0.5-1 meter high. The situation in Quang Nam and Binh Dinh provinces have also been worsened as it did in aforementioned localities, with many remote areas also isolated by floodwater. Eight hydropower dams in the region are draining water at a very fast pace, while 16 other dams are being filled up and will do so soon, said the regional storm and flood prevention center. Local authorities have also been reported that the remaining dams in their provinces are discharging water or will likely to do so soon.

    Water masses have now reached the outskirts of central Bangkok.

    Floods in Thailand have so far killed more than 500 people dead and over one third of Bangkok districts have now been ordered totally or partially evacuated.

    Moreover, around four million hectares of farmland were damaged and about 75 highways are closed. It estimates a report from Thailand's Disaster and Afværgelsesafdeling.

    24 large pumps have been distributed to the affected areas to get water to flow faster through the towns.
    The pumps will double the capacity to move water from the eastern part of the capital, said Bangkok

    Both the subway and overground SkyTrain trains running normally, but there is no bus service in the flooded areas.
    The domestic airport Don Muang will also remain closed.

    Frustrated Bangkok residents
    Flooding in Bangkok frustrates many of the local residents who do not have confidence that the government has control of the situation.
    "I do not know what government is doing. They promised that the water would run east and west, so why does the water come closer and corrode the inner city? I see no improvement, "said one resident to CNN while he is buying water pumps and sandbags to protect his home.
    Business Life in stasis
    The flooding has important implications for business in Bangkok, where two more industrial zones - in Lat Krabang and Bang Chan in eastern Bangkok - has been surrounded by floods.

    The flooding began in late July and some provinces to the north of Bangkok have been inundated for more than a month. The waters have started to recede in recent days, revealing the massive cleanup effort that lies ahead.(See pictures of the incessant flooding in Thailand.)
    For two months, Anan Dirath was forced to live on the second floor of his home in Nakorn Sawan province. But now that the water has receded to knee level, it's time to clean up.
    He armed his two teenage children with mops, scrub brushes and garbage bags. Wading in the water, his family began scrubbing dirt off the walls and collecting the garbage around the house. He said the dirt was difficult to wash off and he has had to scrub the paint off to get rid of it.

    HANOI, VIETNAM - Vietnamese officials say some of the country's worst flooding in a decade has killed 88 people and left four others missing in the central and southern regions.
    Central Quang Nam province disaster official Nguyen Minh Tuan says recent floods have killed eight people there, leaving another missing as large swaths of land remain submerged.
    The government says two other people have drowned in central Vietnam and three more are missing.

    Tuan said Tuesday that large parts of Hoi An ancient town, a UNESCO heritage site popular with tourists, were inundated, but that no landmarks were under threat of damage.
    Meanwhile, the death toll from seasonal floods in the southern Mekong Delta has hit 78. Water continues to inundate that area, but has started to recede in central Vietnam.

    Situation: The death toll from weeks of severe flooding in Vietnam has climbed to 100, the government said Wednesday, as a fresh deluge in central provinces prompted the evacuation of some 30,000 people. The latest victims, 17 adults and five children, were killed when floods triggered by torrential rain swamped four central provinces in recent days, the national flood and storm control committee said. Flooding in the country’s southern Mekong Delta has already left 78 people dead. The UN said on Monday that 65 children under the age of 16 were among those killed in the delta region, most of them due to drowning. As the floods battered parts of central Vietnam, newspapers ran pictures of inundated houses and streets in the town of Hoi An and the ancient city of Hue. Both are UNESCO World Heritage Sites. Forecasters said more rain was expected in the region. Nationwide, more than half a million people have seen their homes or livelihoods affected by the rising waters, which have inundated around 140,000 homes. Unusually heavy monsoon rains have caused devastation across the region, with more than 500 dead in Thailand’s worst flooding in half a century and around 250 killed in Cambodia.

    วันนี้( 12 พ.ย. ) ผู้สื่อข่าวได้รับแจ้งจากชาวบ้านตำบลเกาะลิบง อ.กันตัง จ.ตรัง ว่า ชาวบ้านในพื้นที่หมู่ที่ 4 หมู่ 5 และหมู่ที่ 7 ต.เกาะลิบง อ.กันตัง กว่า 100 ครัวเรือน ประสบภัยธรรมชาติน้ำไหลเข้าท่วมบ้านเรือน ทรัพย์สินเสียหาย รวมทั้งยังเกิดดินและหินสไลด์ปิดเส้นทางจราจรเข้าหมู่บ้าน หลังรับแจ้งจึงเดินทางไปตรวจสอบ พบชาวบ้านต่างช่วยกันขนย้ายข้าวสาร อาหารแห้ง โซฟา และเครื่องใช้ต่างๆออกมาทำความสะอาด หลังเกิดน้ำท่วมอย่างฉับพลันช่วงกลางดึกเมื่อคืนที่ผ่านมา(11พ.ย.) ทั้งนี้สาเหตุมาจากฝนที่ตกลงมาอย่างหนัก 3 ชั่วโมง ทำให้น้ำล้นคลองโต๊ะหมาด หมู่ที่ 4 ประกอบกับมีสิ่งกีดขวางทางน้ำทำให้น้ำไม่สามารถระบายน้ำได้ จนทำให้น้ำไหลเข้าท่วมบ้านเรือนของชาวบ้าน โรงเรียน ร้านค้าและย่านชุมชน อย่างรวดเร็ว รวมทั้งยังส่งผลกระทบให้บ้านพังเสียหาย 9 หลัง รถจยย.จมน้ำ 4 คัน ทั้งนี้ในพื้นที่หมู่ 5 ยังได้เกิดน้ำป่าไหลหลากกระชากเอาดิน หินและต้นไม้ถล่มลงมาจากเทือกเขาผลัง ลงมายังสวนยางพาราของชาวบ้านในพื้นที่ เป็นความยาวกว่า 1.5 กม. ซึ่งยังทำให้ดินและหินสไลด์ลงมาปิดถนน เข้าออกระหว่างหมู่ที่ 4 และหมู่ที่ 5 แต่โชคดีเหตุการณ์ไม่มีใครได้รับบาดเจ็บ


    เบื้องต้นทางด้านเจ้าหน้าที่อบต.เกาะลิบง กำนัน ผู้ใหญ่บ้าน ได้นำรถแม็คโคร 2 คัน มาเปิดเส้นทางจราจรให้กับชาวบ้านและนักท่องเที่ยวแล้ว ขณะที่นายกิจ หลีกภัย นายกองค์การบริหารส่วนจังหวัดตรัง นายชาญยุทธ เกื้ออรุณ ประธานสภาอบจ.ตรัง พร้อมด้วยนายช่างอบจ.ตรัง เดินทางมาสำรวจความเสียหาย และให้กำลังใจผู้ประสบภัยในพื้นที่ และหาทางช่วยเหลือในระยะยาว เนื่องจากเหตุการณ์ในครั้งนี้ได้สร้างความเสียหายไม่ต่ำกว่า 2 ล้านบาท


    สำหรับเหตุการณ์น้ำท่วมดังกล่าวถือเป็นเรื่องเหลือเชื่อ เนื่องจากไม่เคยมีเหตุการณ์น้ำจืดไหลเข้าท่วมบนเกาะลิบงมาก่อน ส่วนสาเหตุนั้นคาดว่าเกิดจากมีการลักลอบตัดไม้ทำลายป่า นอกจากนี้ชาวบ้านบนเกาะลิบงยังคงตื่นตกใจกับเหตุการณ์และหวาดผวาว่าจะเกิดขึ้นซ้ำอีก รวมทั้งชาวบ้านยังหวั่นว่า หินที่มีน้ำหนักกว่า 20 ตัน ที่อยู่บนแนวเทือกเขาจะไหลลงมาสร้างความเสียหายต่อชีวิตและทรัพย์สินของชาวบ้าน

    SINGAPORE: Flash floods hit various parts of western Singapore on Saturday.

    According to the National Environment Agency (NEA), the highest rainfall recorded as at 5.30 pm was 91.4 mm at Kent Ridge in the West Coast area.

    The afternoon heavy downpour caused a canal at Block 611 in Clementi West to overflow.

    One resident at the area said he's never seen anything like this in all his 10 years living there.

    "When I saw it, I find it very dangerous, because the volume of water was huge; it carried a mass of water, and the current was moving very fast and splashed very strong waves on to the bridge here," said Mr Lim, a Clementi West resident.

    Mr Lim said the flood lasted for about 45 minutes.

    He said: "All the small drains are all submerged and the water splashed into the HDB block, and all the trees, plants are all half submerged."

    National water agency PUB said the flash floods were due to the intense rainfall and high tide of about 3 metres on Saturday afternoon. And this was what caused the Sungei Pandan Kechil canal to overflow.

    Flash floods also occurred along the AYE towards ECP and at Neo Pee Teck Lane, but they subsided within 20 minutes.

    The flash floods along the AYE towards ECP caused two lanes to be affected while one lane remained passable.

    PUB said the length of the affected section was about 100m and water depth was about 15cm.

    At Neo Pee Teck Lane, two lanes were affected. The length of the affected section was about 90m and water depth was about 30cm. Water from the road went into the porch of two houses there.

    The area is a flood-prone area and PUB has already scheduled drainage improvement works there. The works will start in the first quarter of 2012.

    PUB said Saturday's downpour peaked at 1.20pm - 1.50pm during which 52.6mm of rain fell. The rate of rainfall peak intensity during this period was about 105.2mm/hr.

    Pampanga warned of water lack


    CITY OF SAN FERNANDO—At least 12 of the 20 towns and two cities in Pampanga may experience groundwater shortage by 2025 due to overextraction, experts and officials said during the Provincial Initiative on Water Resource Management summit here on Wednesday.

    Bryan Villamor, a consultant on water resources of the provincial government, said Pampanga is overly dependent on groundwater while, at the same time, it is leaving surface water along river systems unused.

    “A main concern is the reported overextraction or overdraft of groundwater sources. Based on ongoing studies, it is estimated that by 2025, 12 of the 22 towns and cities in Pampanga may be at risk of groundwater shortage,” he said.

    Villamor said 90 percent of Pampanga’s surface water remains untapped, with only 10 percent being used mainly to irrigate farms.

    He said the Pampanga River Basin, which is the fourth largest river basin in the country, has a total catchment area of 10,434 square kilometers and has a potential supply of 18.34 million cubic meters a day.

    Of the Pampanga River Basin’s potential supply, between eight and nine million cubic meters daily could be used as a “dependable surface water supply.”

    Villamor said surface water is the best alternative to groundwater and would result in increased production because of abundant supply and lower costs.

    He said overextraction of groundwater will result in deterioration of water quality, land subsidence,drying up of wells and salt water intrusion.

    Case studies about groundwater depletion in India, Thailand and other Asian countries were presented during the summit attended by Pampanga mayors and representatives of water districts in the province.

    1 person missing, 60 hectares of farmland damaged in Kumalarang floods


    PAGADIAN CITY, November 19 (PIA) -– A day after heavy floods deluged six barangays of Kumalarang, this province on Thursday evening, the Municipal Disaster Risk Reduction and Management Council (MDRRMC) made an immediate site visit and assessment on the affected areas.

    Municipal planning and development coordinator Allel Tabiado said MDRRMC chairman Mayor Allan Damas led the assessment team and visited barangays Boyugan East, Diplo, Gawil, Poblacion, Salagmanok, and Sicade.

    Tabiado said the MDRRMC has noticed severe damage to agricutureal areas and few houses in barangays Gawil and Poblacion, respectively.

    In Poblacion, Tabiado said an estimated 50 hectares of rice farmland and one hanging bridge were severely damaged while in Gawil, 5 houses were swamped by the floods, 10 hectares were damaged, and an undetermined number of animals drowned and died.

    In Salagmanok, a Kahayag, Lakewood resident whose surname is identified as ‘Sempay”, went missing while crossing the bridge and is believed to be carried-out by the strong current of flood waters, Tabiado reported.

    Tabiado said municipal social welfare and development officer Phoebe Mamhot has recommended to the chief executive to give financial assistance of P10,000 each from the calamity fund to the owners of the houses in Gawil.

    Flashflood hit Zamboanga Sur villages

    FIVE houses were destroyed while an estimated 30 hectares of farmland was damaged when a flashflood hit four villages in the province of Zamboanga del Sur, an official said.

    Affected by the flashflood Thursday night are the villages of Boyugan East, Gawil, Poblacion and Sicade in the municipality of Kumalarang.

    SINGAPORE - Devastating floods in Thailand and other parts of Asia are a wake-up call to governments to do more to cope with the effects of climate change, a top Asian Development Bank official has warned.

    Research suggested that more floods of the scale that hit Thailand in recent months, leaving more than 600 dead affecting millions of livelihoods, are likely as climate change progresses, he said.

    "I think that these events are wake-up calls for governments around the region to pay more attention to these long term trends," McCauley told AFP in Singapore on Tuesday during a stopover on his way to climate change talks in Durban.

    "It's the wave of the future so they need to better cope with climate change impacts."

    McCauley said a study last year carried out jointly by the Manila-based ADB, the World Bank and the Japan International Cooperation Agency forecast the flooding in Thailand
    -- but did not predict how soon it would come.

    Environmental consciousness is "definitely finding its way into the fabric of economic development policy and practice" in Asia but strong policy frameworks must be implemented soon, he said.

    The majority of new infrastructure to be build worldwide in the next 20 years will be in Asia, he noted.

    "Unless we get this right, unless those transport systems and those power plants are energy efficient and low carbon, then we're going to lock in for another 40-50 years the old patterns of high carbon intensive development," he warned.

    If current patterns do not change, Asia will account for 40-45 percent of greenhouse gas emissions in the energy sector alone by 2030, he said.

    This will rise to more than 50 percent if greenhouse gas emissions from land use and deforestation are added.

    "Asia has more people at risk from the adverse impact of climate change than any other region of the world, which also gives it a stake in trying to find solutions to the problem," he said.

Members of neighboring villages rushed to the scene and pulled out five dead bodies, but at least two others are still believed to be missing. South Nias Regional Disaster Management Agency (BPBD) chief Arototona Mendeva confirmed at least five people had been killed. He said limited communication links and difficult access to the area, as well as flooded roads and bridges, have hampered relief efforts. In total, at least 37 houses, 25 motorcycles and four vehicles are believed to have been buried in the landslide. Mendeva said a search and rescue team is en-route to the area to assist local emergency services and volunteers. The island of Nias was one of the most affected areas of Indonesia when an enormous 9.1-magnitude earthquake struck off the west coast of Sumatra, unleashing a giant tsunami which killed over 240,000 people in fourteen different countries. At least 122 people were killed in Nias and hundreds more were left homeless.

    Situation:Some 140 people were killed and 260 missing in floods and landslides triggered by a tropical storm in the southern Philippines, disaster relief and military officials said Saturday. Tropical Storm Washi slammed into the southern region of Mindanao on Friday, bringing heavy rains that caused many rivers to overflow. The floods were worsened by the high tide, local officials said. Lieutenant General Jessie Dellosa, armed forces chief of staff, said military rescuers have retrieved 92 bodies in the city of Cagayan de Oro. At least 40 more drowned in the flash floods in Iligan City, while five died in a landslide in Monkayo town in Compostella Valley province, the Office of Civil Defence (OCD) said. Three people drowned in Polanco town in Zamboanga del Norte province, it added. Benito Ramos, OCD administrator, said rescue teams have been dispatched to search for the 260 missing people in Iligan and Cagayan de Oro cities. More than 400 residents have been rescued in the two cities, he added. President Benigno Aquino III expressed alarm over the high death toll and directed officials to extend all assistance to the affected areas.
