    </td> </tr> </tbody></table> Bangkok, the capital of Thailand and a gem of South-East Asia, is sinking due to the most serious flood in the last 50 years. Most of the city’s 50 districts are expected to be flooded in the next three days. The peak of the flood is forecast for Saturday afternoon.


    By that time the water level in the Chao Phraya river will exceed the critical point by 15cm. The authorities have already warned that this may be enough to burst the dams and locks. The worst scenario is that Bangkok will be completely flooded.:'( In this case districts along the river and numerous canals may remain under 2m of water. Alexey Kokorin, an expert of the Russian branch of the World Wildlife Foundation, describes the reasons for this anomaly:


    “The same situation occurred in Ireland where a monthly rate of precipitation fell on Dublin in one day. This trend can be observed on the whole planet which is caused by the growing number of extreme phenomena in the climate. Bluntly speaking, we get two downpours instead of ten little rains.



    When these two downpours coincide and rave for two days on end the result is floods that we can see in Thailand and Ireland. On the whole, the number of the so-called hydro-meteorological phenomena on our planet has doubled over the last 15 years. This includes almost all natural disasters except volcano eruptions and tsunami which are not associated with hydro-meteorology. Double growth is too much and this spreading tendency is alarming, because the next 15-20 years will see another double growth.”


    Urgent evacuation is being carried out in Bangkok. People are dragging their belongings to hilltops and sweeping food and other essential commodities off supermarket shelves. Many entrances to shops and residential buildings are barricaded with sacks of sand and slag-concrete blocks. Roads out of the city are congested with cars moving mostly in the direction of Pattaya. Many people are running on foot past the strings of cars and trishaws, with goods and chattels on their shoulders.


    While Bangkok is in panic, everything is calm in Pattaya, Ernest Novik, a Russian realtor in Thailand, told The Voice of Russia:


    “The situation in Pattaya is not different from two months ago. The health resort is enjoying the sun and the sea. Most tourists know nothing about the flood. The only sign of the calamity in the north of the country is no bottled water in the shops because bottle-making factories have stopped working.



    The country’s main airport in Bangkok is functioning in normal conditions. All health resorts are crowded with tourists. As for Bangkok, tourists do not stay there.”


    Russian tour operators are not planning to cancel any trips to Thailand so far. Meanwhile, the number of casualties in the country is approaching 400 and the number of missing people is not given. Streams of water and mountain mud torrents have washed away at least 800,000 buildings, so the number of casualties can increase. Vladimir Semyonov, an expert of the Institute of Atmospheric Physics at the Russian Academy of Sciences, gives an unfavourable forecast:


    “The rainy season, which was to be over in September, is likely to continue in November. It is hard to say what comes next. All guesses can only be speculative and very uncertain. Rain will continue in December but floods are not only caused by rain. They are associated with the condition of the soil and the irrigation system, which is rivers and dams. The flood is likely to continue through November, so Thailand is not the best place for a holiday in the near future.”:'(


    The Russian Embassy, on its part, recommends Russians to think twice before visiting that country. It is recommended to avoid provinces affected by the flood, which make up almost half of the country’s territory. There is no information about casualties among Russian businessmen, journalists or tourists. The Russian Embassy keeps in touch with the authorities and police of Thailand so as to receive timely information about the developments in the situation and possible casualties among Russians.

    The floods that have affected three-quarters of the country’s land area, by the United Nations’ estimate, have been overshadowed by similar troubles in Cambodia’s larger and wealthier neighbor, Thailand, where the government is scrambling to protect central Bangkok from inundation.
    Here in Cambodia, though, aid workers describe a more Darwinian struggle and a generally higher degree of desperation among villagers.
    “This is the worst I’ve seen in my career,” said Soen Seueng, a 58-year-old doctor who tended to a long line of flood victims on Wednesday, most of them women and children, who were camped on a strip of raised land accessible only by boat.
    Dr. Seueng grasped the limp arm of a 6-year-old girl, Lor Chaneut, who received a diagnosis of dengue fever, the mosquito-borne disease that can be fatal without close medical attention. “You must take her to the hospital,” Dr. Seueng urged the girl’s family.
    The girl’s mother, Jeok Kimsan, said the family’s savings were wiped out by the floods. “We will go to the hospital when we get some money,” she said, as her husband built a fish trap.
    Flood victims, many of whom begged a foreign visitor for help, took shelter here under plastic sheeting, like refugees from a civil war. Cows, pigs and chickens shared the strip of dry land, which was covered with animal and human waste.
    “The toilet is everywhere,” said Henry Y. Sophorn, a Cambodian-born American who represents a nonprofit group,Disadvantaged Cambodians Organization, which is part of a syndicate delivering aid to flood victims.
    In Thailand, the government has used helicopters, military vehicles and an array of equipment to reach and assist flood victims, but in Cambodia the work of providing basic necessities has been largely left to private organizations.
    “The government can only help a small number of people — they don’t have the capacity,” said Mr. Sophorn, whose organization has supplied 3,400 families with medical care, rice, instant noodles, canned fish and bottled water, using money from a donor in Hong Kong who has asked to remain anonymous.

    With little or no government assistance, many villagers have been left to fend for themselves.
    “The big impact is just starting,” said Sen Jeunsafy, a spokeswoman in Cambodia for Save the Children, an international aid organization. “What we have done is provided immediate relief. But collectively, we have not been able to reach every family.”

    Aid workers say the full scope of the flood crisis in Cambodia is not yet known, because many affected areas are remote and out of communication. In all, the United Nations estimates that 1.2 million people out of a population of about 15 million may have been affected.

    Rice farmers and fishermen in Cambodia have long abided by the rhythm of the monsoon and dry seasons, which causes the country’s largest freshwater lake, Tonle Sap, to swell and contract. But this year, relentless rains brought flooding to the highest levels in living memory, said Ngin Vath, a 50-year-old fisherman. “Normally at this time of year everything is dry.”
    Villagers say the water has finally started to recede. Where only treetops were visible, the tips of ruined rice stalks now peek above the surface. But the floodwaters remain dangerous: two children drowned last week, Mr. Vath said.

    With rice crops ruined and houses destroyed, reconstruction will be difficult, Ms. Jeunsafy said. “People will face many problems just trying to survive.”

The sprawling outdoor ruins of ancient Pompeii on the outskirts of Naples were temporarily closed for fear of flooding, but later were reopened to tourists, authorities said. The area has been pounded by torrential rain that has already claimed one life. Near the Naples suburb of Pozzuoli, a tree fell on a car, killing the driver, local fire chief Giovanni Fricano told Sky TG24.

    Much of Italy, especially the northwest, has been pummeled by heavy rains and flooding over the last two weeks. The latest worry in the north concerned the Po river, the waters of which swelled from two rain fed-tributaries, the head of Italy's Civil Protection agency, Franco Gabrielli said. He told reporters that Sunday evening could be a crucial time for the Po's level, if the rain becomes heavier. A bridge across a Po tributary, the Pellice stream, in the countryside outside Turin, collapsed Sunday as waters rushed through, the Italian news agency ANSA said. No injuries were reported. The body of a man was found Saturday morning on a riverbank in Lezignan-la-Cebe in the Herault region.     Situation:At least fourteen people have been killed after Tropical Storm Keila impacted the Arab state of Oman this week, officials said on Friday. More than 200 people have been injured. Flash floods and high winds caused by Keila swept through much of the Arab Gulf country on Wednesday and Thursday, leaving more than a dozen people killed. "So far 14 people have died in three different towns. At least 200 people suffered from various degrees of injuries," Mohammed Saleh, a member of the storm emergency committee, told The National newspaper. Saleh explained that three of the victims were electrocuted, nine drowned and two were "crushed by heavy objects." All of the patients from two major hospitals in the capital of Muscat had to be evacuated after water began entering the buildings, the report said. "Police helicopters evacuated about 60 patients from Al Nahdha and Khoula hospitals. They are closed now for maintenance. The patients have been transferred to other hospitals," a police official told The National. He said he did not know when the hospitals will reopen. According to witnesses, some drivers were forced to scramble on the roofs of their cars as rainwater swept across major motorways in the country. The floods also damaged hundreds of cars and houses.In the north of the country, winds up to 73 kilometers (45 miles) per hour ruined crops and farmhouses.
